Honest scope: A seal kit does not turn a hollow-core leaf into a fire doorset. We will say that even if it costs us a small job.

The FRA should say which doors are fire doors. We inspect those doorsets — leaf, frame, seals, hinges, glazing, closer — and quote remedials or replacements.
