We look at the outside ground level, the gutters, the plaster and the meter readings we actually take. If the cause is a leaking pipe or a blocked gutter, that is the repair. It is not written up as rising damp.
Decorating over a wet wall is refused until the wall is ready. That sequencing is part of an honest quote.
