Risers are easy to miss on a walk around occupied flats. If the cupboard cannot be opened safely, that limit is written down instead of assumed clear. Licensed asbestos removal is by others. If the record says removal is required, appoint a suitable licensed contractor. Quotes are POA after age, access and the planned works are known. This page does not state a laboratory or surveyor accreditation.
